NREL Launches Offshore Wind Energy Accelerator for Tribes

The National Renewable Energy Laboratory, on behalf of the U.S. Department of Energy, has launched the Capacity Accelerator for Tribal Offshore Wind Engagement, aimed at increasing the capacity of Tribal Nations to participate in decision-making processes related to offshore wind energy. This initiative, which began on Jan. 14, will provide $7.1 million in cash awards and technical assistance to support Tribal involvement in offshore wind activities across the U.S.

According to NREL’s Offshore Wind Market Report, as of May 31, 2024, there were 174 megawatts of U.S. offshore wind power in operation and approximately 25,116 megawatts under development. The expansion of offshore wind energy, which has the potential to power millions of homes, also raises concerns about marine ecosystems, Tribal communities, cultural resources and economic opportunities. Ensuring that Tribal Nations can represent their perspectives is essential for addressing their needs and challenges.

The Capacity Accelerator is structured in three phases. In Phase 1, applicants outline their offshore wind engagement priorities and capacity-building plans. Selected participants will receive funding and technical assistance. Phase 2 allows applicants to expand their plans and engage with their communities, leading to additional support. In Phase 3, applicants will implement their plans, focusing on activities such as economic development and environmental monitoring. Final awards will be based on the success and impact of these efforts.

Applications are welcomed from federally recognized Tribal Nations and Tribal collaboratives. The program encourages collaboration among Tribes and other organizations while ensuring support for Tribes that may face isolation. An informational webinar will be held on Feb. 13, for those interested in learning more about the program and how to participate. Participants can register via Zoom, with a recording to be posted on HeroX afterward. The Capacity Accelerator for Tribal Offshore Wind Engagement is administered by NREL on behalf of DOE’s Wind Energy Technologies Office.
