
Construction is about to begin on the City of Westminster’s new drinking water facility, with groundbreaking scheduled for this fall. The project marks a major milestone in the City’s effort to modernize its water infrastructure and replace the aging Semper Water Treatment Facility.
Located just north of 98th Avenue along Westminster Boulevard, the new facility has been years in the making. Following nearly a decade of planning and community engagement, the City Council approved the construction in April 2023. The facility will be built to meet current and future federal water quality standards and will improve the City’s ability to respond to challenges such as wildfires in the watershed.
A Community Groundbreaking Celebration will be held on Wednesday, Sept. 24, from 5 to 6:30 p.m. at 9988 Westminster Blvd., the site of the future facility. Residents are invited to attend the family-friendly event, which will feature food trucks, educational activities and a ceremonial groundbreaking with members of City Council and local leaders.
The new treatment facility will have the capacity to treat up to 14.7 million gallons of water per day. It will work alongside the Northwest facility to maintain reliable, high-quality water service for Westminster’s residents and businesses. Once the new plant is fully operational, Semper will gradually be taken offline.
Construction is expected to continue through 2028.
