Pinkard Construction Marks Milestone at Willoughby Corner

Pinkard Construction Co. marked the completion of Phase I of Boulder County Housing Authority’s (BCHA) Willoughby Corner neighborhood with a grand opening ceremony on Aug. 28, attended by approximately 300 people. The milestone celebrates Pinkard’s delivery of the $114 million affordable housing development ahead of schedule and $500,000 under budget.

Located east of downtown Lafayette, the first phase of the project includes 192 income-restricted units: a 63-unit apartment building for residents aged 55 and older, and four multi-family buildings totaling 129 units. The site also features a 4,480-square-foot community center, a community garden, pickleball courts, and $15 million in infrastructure improvements.

Designed with sustainability in mind, Willoughby Corner is the largest Zero Energy Ready Home (ZERH) community in Colorado. The all-electric development uses geothermal and solar systems to reduce energy use and emissions.

Despite a five-month permitting delay, Pinkard reached substantial completion on Dec. 31, 2024, enabling BCHA to meet critical funding deadlines. The contractor credited in-house framing and adjusted logistics for keeping the 15-month construction timeline on track.

While many residents have already moved in, a limited number of homes remain available for those earning up to 60% of the Area Median Income—about $70,000 annually for a two-person household.
