
The City of Littleton has decided to withdraw its petition for judicial review of Ballot Question 3A, announced on October 13, 2025. The decision to withdraw comes after determining that a completed review before the upcoming November 4 election was unlikely.
The petition, originally filed on September 5, aimed to clarify whether the provisions of Ballot Question 3A complied with state law and the constitution. The 3A question proposes to freeze current land use rules, limiting changes to residential zoning areas intended for single-family homes. This measure would restrict the City Council’s ability to alter zoning rules, making it more difficult to allow duplexes or apartments in neighborhoods currently designated for single-family homes.
Additionally, the measure requires the City Council to notify property owners by First Class mail before initiating major zoning changes. It also allows individual homeowners to seek rezoning of their properties without hindrance from the measure.
While the City of Littleton has withdrawn its petition, it may seek further court clarification on this matter in the future.
