
The NHP Foundation (NHPF) has announced the acquisition of land for its third affordable housing project in Colorado this year. This initiative aims to address the growing housing needs in the region, specifically in Denver’s Sloan’s Lake neighborhood. The Jeffco City of Edgewater borders the west side of Sloan’s Lake Park.
The newly acquired 0.9-acre site at 3701 16th Avenue will be developed into 158 energy-efficient apartments, targeting residents with incomes at 30%, 50%, and 60% of the Area Median Income. This project, named Liora at Sloan’s Lake, is set to begin construction this fall following the acquisition closing on September 22, 2025.
“Liora, and the entire redevelopment of the broader site at Sloan’s Lake, supports our mission to create housing affordability at all levels, both for-sale and for-rent,” said David Zucker, CEO of Zocalo Community Development, the managing partner for the development. “Our partnership with NHPF reinforces Zocalo’s commitment to real estate development that balances investment returns, community, and environmental impact.”
The $60 million project has received support from various financing partners, including the Colorado Housing and Finance Authority, and is expected to help meet the demand for affordable housing in an economically growing area of Denver.
This announcement follows NHPF’s earlier initiatives in 2025, including groundbreaking on 54 units of workforce housing in Frisco, Colorado, and the acquisition of another site in Frisco for additional developments.

The development is designed to meet environmental standards and will incorporate features such as an all-electric HVAC system. With this new project, NHPF reinforces its commitment to providing affordable housing solutions in communities where they are needed most.
