IMLCC To Spin Off Subsidiary

The Interstate Medical Licensure Compact Commission (IMLCC), headquartered in Littleton, has announced the creation of its first subsidiary to provide technology and support services to emerging interstate medical compacts. The decision was made during the IMLCC’s Annual Meeting held in Denver, Colorado, on November 18, 2025.

Marschall Smith, IMLCC Executive Director, stated, “The subsidiary will be an investment by IMLCC in the broader medical ecosystem. We have proven that we can expedite interstate licensure for physicians. It makes sense to offer our technology to other medical professions administering similar interstate compacts.”

The IMLCC, which connects 57 state medical licensure boards, aims to address the growing shortage of medical professionals across various fields, including podiatry, psychology, and occupational therapy. The new subsidiary will provide a sustainable infrastructure to help these professions establish their interstate licensing systems.

There is a need for enhanced support as federal funding for compacts diminishes. The IMLCC subsidiary will offer ready-made technology solutions, allowing new compacts to focus on generating income instead of developing complex systems from scratch. Member compacts will pay a modest fee for these services.

Jake Manahan, IMLCC Past Chair, emphasized that this initiative is a low-risk investment with the potential for high returns, benefiting both medical professionals and patients. Kenneth Cleveland, IMLCC Chair, added, “IMLCC is taking a leadership role in supporting interstate compacts as a solution to the national shortage of medical professionals.”

The technology, developed since 2019, includes a unified application and renewal process for licenses, a management system for member licensing boards, and support services tailored to diverse compact needs. IMLCC operates as a self-funded entity, providing its technology free to member boards without federal support.
