Jefferson County Names New Director of Budget & Strategy

Jefferson County has appointed Colleen Doan as its new budget and strategy director. In her role, Doan will oversee the county’s budgeting process, coordinate strategic planning efforts, and manage staff within the Strategy, Planning & Analysis Division.

Her responsibilities include developing and coordinating the annual budget, capital financial planning, setting budget policies and guiding county leadership on budget implementation strategies. Doan holds a degree in business administration and management from the University of San Diego and a master’s degree in public administration from the University of Colorado–Denver.

She brings more than 13 years of local government budget experience, including seven years as the director of budget for the Douglas County School District. Previously, Mike Smith served as the acting SPA Director since September 2024 and will remain as strategy supervisor to assist with countywide strategic planning.

County Chief Financial Officer Dan Conway acknowledged Smith’s contributions during the recent budget process, stating, “Without Mike’s leadership and commitment, it is unlikely we would have had such positive outcomes.”
